Also, cut services and maintenance needed in order to balance the budget without taking from reserve that is allocated for other purposes.

Mandates by the DNR for repairs and replacement, coupled by the mandates by other state governmental agencies to delegate responsibility for many previously assisted reports and procedures is definitely increasing. For example, changes in how elections are handled and online reporting.
