Does a village have the power to create a Tax Incremental Financing District under Wis. Stat. sec. 66.1105?

Yes. Villages are authorized to create a TIF District. However, the authority is not found in the TIF law provisions of § 66.1105. Instead, the statutory authorization is located in § 66.1339 which provides, in part, that a village is to have all of the powers of a city under
§ 66.1105.
